A National Football League employee injured in the July 2025 Park Avenue mass shooting has filed a $24 million lawsuit against New York City, alleging police negligence allowed the gunman to enter the building and carry out the attack.
Lawsuit claims NYPD officer failed to stop gunman
Craig Clementi, an NFL finance department worker, was shot in the back by Shane Tamura, 27, at 345 Park Avenue on July 28, 2025. The civil lawsuit, filed in Manhattan Supreme Court, states that off-duty NYPD Detective Didarul Islam failed to detect Tamura carrying an M4 assault rifle across the building’s plaza before the attack.
According to court documents, Islam was working a paid security detail at the building’s entrance when Tamura walked past with the weapon in plain sight. The suit argues Islam breached his duty to protect occupants by not identifying or confronting the visible threat.
Injuries and aftermath of the Midtown shooting
Clementi suffered gunshot wounds to his side and lower back at close range, approximately 10 feet from Islam. Despite his injuries, he escaped through a shattered revolving door, located nearby officers, and called 911 before being rushed to New York-Presbyterian/Weill Cornell Medical Center.
He underwent surgery to remove bullet fragments, spent 10 days hospitalized with a lumbar fracture, and required home wound care and physical therapy. In court filings, Clementi stated he now bears permanent scars, daily pain, and severe psychological trauma, including flashbacks and hypervigilance.
Broader legal and investigative context
The lawsuit seeks $24 million in damages, arguing the city remains liable for Islam’s actions under the NYPD’s paid detail program. Islam, a four-year NYPD veteran assigned to the 47th Precinct, was among the four fatalities in the attack.
Investigators believe Tamura, who referenced CTE in a suicide note, intended to target NFL offices. A separate $65 million lawsuit from the family of victim Julia Hyman, a 27-year-old Cornell graduate, makes similar allegations of police failure. Tamura’s motive remains under investigation.
