Israeli settlers have established an illegal outpost near Umm al-Khair in the southern West Bank, blocking Palestinian families from accessing their land, livestock, and even bathrooms. The outpost, an extension of the Carmel settlement, was built in September 2024 just 20 meters from the home of Salem and Ikhlas al-Hathaleen.

Families Cut Off from Livestock and Basic Needs

Ikhlas al-Hathaleen says settlers and soldiers now prevent her family from reaching their sheep enclosure behind their home. In July, they were allowed access only three times, forcing her to check daily if the animals were still alive. Settlers also blocked the family’s outdoor bathroom with barbed wire and playground equipment, declaring the area a closed military zone.

The al-Hathaleen family, including eight children, must now use a neighbor’s toilet, risking their safety. In August 2024, their five-year-old daughter was hit by a settler vehicle while crossing the road to reach it.

Settlement Growth Erases Palestinian Livelihoods

Umm al-Khair has faced rising settler attacks since October 2023, with little intervention from Israeli authorities. Settlement expansion has accelerated, including new roads and land seizures. Village council head Khalil al-Hathaleen reports:

  • Livestock numbers dropped from 3,000 to 700 due to restricted grazing
  • Over 1,000 olive trees cut down
  • 50,000 square meters of agricultural land taken
  • Demolition orders issued for 14 homes and structures

Legal Orders Ignored as Pressure Mounts

An Israeli court ordered the outpost’s evacuation in October 2024, but the military took no action, and the order was later canceled. Researchers and residents say the expansion violates international law, with children like 12-year-old Sahm Khalil al-Hathaleen describing constant fear. “The children here just want to live like other children,” he said.

Residents vow to remain on their land, even if forced into tents. “We will not leave,” Ikhlas al-Hathaleen said. “This is our home.”
