U.S. Secretary of State Marco Rubio declared Thursday that the United States is prepared to assist in ending the conflict in Ukraine, though he acknowledged that a rapid resolution is unlikely. Speaking in Manila, Philippines, Rubio indicated that achieving peace will necessitate sustained diplomatic engagement and innovative proposals.
US Weighs Diplomatic Role in Ukraine War
Rubio, who met with Russian Foreign Minister Sergey Lavrov on the sidelines of the Association of Southeast Asian Nations (ASEAN) Foreign Ministers Meeting, characterised previous U.S.-mediated efforts as "unsuccessful or at least unfruitful." He conveyed President Donald Trump's commitment to pursuing peace, should circumstances prove more amenable, but stressed that finding an agreement acceptable to both parties remains a significant challenge.
The top U.S. diplomat indicated that Washington is ready to play a mediating role if an opportune moment arises, stating, "We're prepared to play that role if the opportunity presents itself." This statement comes as the administration navigates complex international challenges, including heightened tensions with Iran and ongoing strategic engagement in Asia.
ASEAN Meeting Focuses on Regional Security
The annual ASEAN foreign ministers' gathering in Manila provided a platform for high-level discussions on various global issues. Rubio's engagements extended beyond his Russian counterpart to include China's foreign minister, addressing concerns over escalating regional security matters. These discussions occurred amidst a backdrop of heightened conflict in the Middle East and a recent naval incident in the South China Sea.
Rubio affirmed that despite competing priorities, the U.S. remains "engaged in Asia every single day," citing robust regional partnerships and economic ties. This assertion comes as the U.S. grapples with the dual demands of its involvement in the Iran conflict and its diplomatic efforts concerning the war in Ukraine.
Russia's Stance on Ukraine Peace
Following his meeting with Rubio, Mr. Lavrov largely refrained from commenting to the press. However, the Russian Foreign Ministry subsequently stated that Lavrov had conveyed to Rubio Russia's disapproval of continued arming of Ukraine and accused European nations of seeking Russia's "strategic defeat." The ministry reiterated Russia's openness to a "political and diplomatic resolution of the conflict," referencing prior agreements with the U.S.
Rubio, however, emphasised the need for "new suggestions and new ideas" that could gain traction with both sides. He confirmed that U.S. military support for Ukraine continues, with NATO allies supplying weapons to the war-affected nation.
Concurrently, Ukrainian President Volodymyr Zelenskyy reiterated his focus on re-establishing negotiations. The ongoing U.S. diplomatic efforts have been further complicated by the recent outbreak of hostilities with Iran, which has intensified following the collapse of an interim ceasefire.
